This role can be based anywhere in Australia. We do have a HQ in Adelaide but have employees across Australia and the globe.
For this unique role, we're looking for someone who comes from a RF / Spectrum Engineering background who would like to advance their career in the compliance, regulatory and commercial negotiations. Our Satellite Spectrum Program Manager responsible for defining and insuring the compliance of Fleet Space LEO Satellite Fleet. Working closely with our General Counsel, Engineering, Space Exploration, Defence and Leadership team to set our Spectrum strategy, budget, negotiate on frequencies and insure regulatory compliance.
You will be given close mentorship from a very knowledgable expert in the field, who will train you to be their successor.This role requires someone with a background in Satellite Satellite Engineer with strong communication and stakeholder management skills who would like to use their technical knowledge to progress their career down a new path.
Role responsibilities
Work with the CPTO and COO teams to develop and implement an aligned spectrum strategy and roadmap annually, updating for changes and approval when required
Develop and manage spectrum budget
Provide expertise, input and guidance on global satellite and spectrum frameworks and licensing
Acquire satellite use and spectrum licensing for FSN in countries per the approved spectrum and telecommunications roadmaps
Manage the ongoing licensing for operational FSN activities in approved countries
Submit and manage Australian Space Object qualification and Overseas Payload Certificates with Australian Space Agency
Coordinate notifications and responses between TCSI and ITU
Lead engagement and coordination and agreements with other users of relevant spectrum frequencies for favourable outcomes to Fleet
Lead the frequency allocation process, managing the relationships with subcontractors, International Telecommunication Union (ITU) and the license office
Represent Fleet at the Australian LEOSat working group, Telecommunications Industry Ombudsman meetings, and Report to Australian Government on Telecommunications Carrier responsibilities, particularly Eligible Revenue and Interception Plans
Manage all direct engagement with Australian Government Departments with respect to security matters
Role requirements
We are looking for strong technical experience in Satellite Frequency engineering paired with strong communication skills and we will train you on commercial strategy, budget and regulatory compliance for Satellite networks, specifically for the Australian spectrum landscape but also internationally.
This would look like a Senior, Staff, Lead or Manager level Spectrum or RF Engineer, as long as the RF Engineering is specialised in or heavily focused on Satellite frequencies.Any exposure to commercial strategy, budgeting, regulatory compliance, frequency filings paired with that technical background will be a strong bonus.
You will be able to advise Legal and Leadership as the subject matter expert as well as represent Fleet Space to partners and governing bodies. This will require exceptional communication skills and be able to speak to both technical and non technical stakeholders.
Fleet Space is also a fast paced scale up company in growth mode, which requires people that are adaptable, comfortable in ambiguity and enjoy working in often unstructured environments, solving new problems and developing processes for the future.
Defence clearance or eligibility to gain clearance is also required.
